The first major item on the agenda for the March 22nd Artesia City Council Meeting was a public hearing for the consideration and final passage of an ordinance for Case No. 22-03: Final Plat for Campbell Summary Division at the county level. The final plat includes 5 lots located at 117, 119 and 121 East Compress Road. The legal description is as follows: The east 50 feet for the W ½ E ½ NW ¼ of the Section 33, and that part of the E ½ E ½ NW ¼ of Section 33, in Township 16 South, Range 26 East, N.M.P.M., Eddy County, New Mexico. The lots are owned by Elvira and Charles M. Campbell
Next, came the committee reports. In Personnel, an overview of hirings, promotions, and transfers happened. In Wastewater, permission was granted to hire two Wastewater Assistants at $2507 per month. The resignation of Jason Decker, Police Corporal was accepted as was the resignation of Noel Carlos, Wastewater Assistant, and Justin Hack, Apprentice Mechanic. The resignation of Kathryn Webb, Librarian, also was accepted. Permission granted to advertise and fill the position for iten 5D G and 5EH. A reclassification of the Clerk I/II currently performing payroll will be reclassified as Benefits/Payroll Technician II-pulling benefits from the A/P Clerk and assigning it to the new position with payroll. The reclassification will reduce the A/P Clerk to part time, and permission granted to fill this role. Lastly, a resolution for the Revised Comp. schedule J received approval.
Next, out of the Planning and Zoning Commission, came the approval of two public hearings set for April 22, 2022. The first hearing is for consideration and approval of an ordinance for Case No. 22-05: Smith Subdivision, Block 4 Vacation. A vacation plat of the Smith Subdivision, Block 4, including the alley between Roselawn Avenue and 4th Street, and between Logan Avenue and Cannon Avenue; Location: 1105 N. Roselawn Avenue; Legal: Smith Subdivision, Block 4; Owners: Our Lady of Grace Parish, Artesia, Inc., and City of Artesia B.
The second public hearing is for consideration and approval of an ordinance for Case No. 22-04: Special Use Permit for Retail Cannabis Dispensary. A special use permit for a retail cannabis dispensary; Location: 501 S. 1st Street; Legal: Blair Addition, Block 9, Lots 1 and 3, North 50’ of Lots 2 and 4, Vacated Alley, and South 40’ of Vacated Missouri Avenue; Owner: Morton Family Trust.
In police and fire department updates, both departments will send employees to training. The police department asked permission to send one employee to attend the FBI LEEDA command training in Las Cruces, one employee to attend the Field Training Officer (FTO) training in Roswell, one employee to participate in the online Street Survival Calibre Press training, one employee to attend the Leadership for Troubling Times training in Albuquerque, one employee to attend the Detective and New Criminal Investigator training in Albuquerque. The fire department asked permission for one employee to participate in the online Payroll Law seminar.
The Artesia Aquatic Center received a set of donated items from the Artesia Aquatic Center Foundation. The City accepted the donated items.
