The Board of Education of the Artesia Public School District met in special session in the Lowell M. Irby Board Room, at 12:00 p.m.
CALL TO ORDER – Mr. Bowman, Board President, called the meeting to order at 4:30 p.m.
ROLL CALL – A Roll Call was taken with the following members present:
JEFF BOWMAN – President
DAVID CONKLIN – Vice President
KRISTY CROCKETT – Member
BEN HARVEY – Member
CHERIE WIDMAYER – Secretary
Staff attending the meeting in person included John Ross Null-Superintendent, Danny ParkerAssistant Superintendent of Secondary Education, Cody Skinner, Assistant Superintendent of Elementary Education and Federal Programs, Thad Phipps-Assistant Superintendent of Operations, Janet Grice, Director of Finance. Staff attending the meeting via ZOOM included: Eric Greer, Erin Allen, Halee Goff, Leslie Catano, Marsha Molina, Matt Conn, Scott Neel, Tanya Nolen and; Tami Elkins.
PLEDGE OF ALLEGIANCE – The pledge to the United States flag and the official salute to the New Mexico flag were led by Ms. Widmayer.
APPROVAL OF AGENDA – Mr. Bowman asked for corrections, deletions, or changes to the agenda. A motion was made by Mr. Conklin and seconded by Mrs. Crockett to approve the agenda as presented. The motion passed unanimously.
*Seek Approval of CES Proposal for Design Services for Bulldog Bowl Berm Project
Mr. Phipps, concurred by Mr. Null, sought approval of a CES proposal from Smith Engineering at a cost of $39,021.49 for design services for the berm at Bulldog Bowl. Ms. Widmayer made a motion to approve the CES Proposal, and Mr. Conklin seconded the motion. The motion passed unanimously.
*Board Resolution in Support of New Mexico House of Representatives Joint Resolution 13 Regarding Establishing a State School Board
Mr. Bowman presented a resolution to the board expressing support for the re-establishment of a state school board replacing the current secretary of education that is appointed by the governor and reports directly to the governor. A state school board would include representatives from all areas of the state. Joint Resolution 13 is currently in the House Education Committee in the New Mexico Legislature and, if passed, will be placed on the ballot for voters rather than going directly to the governor for approval. Mr. Conklin made the motion to accept the resolution and Mrs. Crocket seconded the motion. Mr. Null concurred with the motion. Motion passed unanimously.
*Board Resolution in Support of New Mexico House of Representatives Joint Memorial 2 Regarding Local Control of School Districts
Mr. Bowman presented a resolution to the board expressing support for the NM House of Representatives Joint Memorial 2 which would allow for the local school board to have the power and duties to develop educational policies for the school district, oversee budgeting and procurement, and adopt rules pertaining to the administration of all powers and duties for the school district. The resolution would enable elected school boards to retain local control as an essential element of public education. Mr. Harvey made the motion to accept the resolution, and Ms. Widmayer seconded the motion. Mr. Null concurred with the motion, and the motion pass unanimously.
