Carlsbad has a new character in town: WHIPPIE! WHIPPIE is the kid-friendly educational character featured in the Waste Isolation Pilot Plant’s walking story series. The story of WHIPPIE unfolds around the Pecos River Recreation Area. WHIPPIE tells the history and the significance of the Waste Isolation Plant near Carlsbad.
